The primary function of the Purchasing Department is to acquire goods and services meeting quality standards at the lowest cost, considering prevailing economic conditions and end user requirements.

The Purchasing Agent establishes rules and procedures, subject to Commissioners Court approval, to provide procurement methods that ensure openness, fairness, and integrity.

The Purchasing Department is created for the purpose of providing a "checks and balances" system for expenditure of public funds. The Purchasing Department strives to maintain consistent and open communication with the vendor community and the various supported County departments and agencies.
